Per-kid budget agents move money into kids' earnings accounts

Each kid has a per-kid allowance-budget agent narrowed to checking→kid:earnings. The runner pays today's weekly allowance and grants the configured chore bonus per reported chore. Kids' agents are signers (kind=human, non-principal) — modeled in the graph today, drivable in v0.5+.
